Statement on House Appropriations Committee’s Vote to Approve NSRP Legislation for FY26

The United to Beat Malaria and Shot@Life campaigns issued the following statement in response to the House Appropriations Committee’s vote to approve National Security and Related Programs (NSRP) legislation for FY26:

We are pleased that the House’s FY26 foreign affairs funding bill includes more than $9.5 billion for global health programs, strongly funding critical global health programs that save lives around the world and keep Americans safe. As the bill rightly notes:

“Investments in global health programming are a fundamental pillar of America’s national security agenda … Effective global health programs save and improve lives, stabilize and secure international trade and global supply chains, and accelerate prosperity at home and around the world.”

The legislation includes funding for lifesaving polio, malaria, and immunization programs. Polio eradication, the President’s Malaria Initiative, the Global Fund to Fight AIDS, Tuberculosis and Malaria, and Gavi, the Vaccine Alliance are all funded at or near FY25 enacted levels. We welcome this strong show of American leadership in global health.

We are concerned the House bill does not specifically allocate funding for UNICEF, which is critical to the delivery of lifesaving health services, and that it provides no funding for the Pan American Health Organization (PAHO) and the World Health Organization (WHO). These organizations also do vital work to improve the health and stability of our region and the wider world by stopping diseases before they can impact Americans.

Lifesaving global health programs are critical to American health security, our national interests, and to global stability. We are pleased the House bill recognizes their importance, and we look forward to working with the Senate and the Administration to strengthen them further as the FY26 appropriations process continues.
